Constitution of The United States of Fourth Hour

1 Preamble

We, the People of the United States of Fourth Hour, do establish and ordain this Constitution, in Order to ensure the Welfare of our Country and Countrymen.

2 Elections

Elections, when they involve the Public, shall be held with Policies that are made Public so that the People believe the Results. An Election shall be held each Year.

3 Legislature

A legislative Assembly shall be created, consisting of four separate Houses.

3.1 The House of Land and Labor

3.1.1 Powers

The House of Land and Labor shall have the Power to enact Laws regulating Slavery and purchasing and distributing federal Lands. It shall have the Power to establish and oversee a Census of the national Population every ten Years.

3.1.2 Census

When a Census takes place, the Number of Representatives per State may change. If so, this Change in Number shall be enacted over the two yearly Elections following the Census.

3.1.3 Terms and Representation

Each Representative shall be a Member of the Body for two Years, to be offset as soon as possible so that only Half of the Members are elected each Year. The State which has the smallest Population according to Census shall elect two Representatives. Any State which has less than 1.25 times as many people as that State shall also elect two representatives. A state with between 1.25 and 1.75 times the Population shall elect Three. In general, representatives = ---statepopulation---
smalleststatepopulation * 2, rounded to the nearest whole Number.

3.2 The House of Tax and Trade

3.2.1 Powers

The House of Tax and Trade shall have the Power to levy Taxes, fund the other Houses and their Projects, regulate international Commerce, and establish a unified Currency.

3.2.2 Funding Disputes

The House of Tax and Trade has the Obligation to provide funding to the other Houses to the best of its Ability. In the case of a Disagreement over Funding between the House of Tax and Trade and another House, a joint Session shall be called, chaired by the President or a Designee thereof. Funding disputes must be resolved with Promptness. Disputes may be resolved by a Resolution to be passed by this joint Session, which must then be adhered to by all Houses involved.

3.2.3 Terms and Representation

The Representation for each State is determined as it is for the House of Land and Labor. Terms are also the Same as in that House.

3.3 The House of War and Peace

3.3.1 Powers

The House of War and Peace shall have the Power to declare War, make Peace, establish international governmental Relations, and establish a Military.

3.3.2 Terms and Representation

Each state shall send two Representatives, with Terms the same as in the other Houses.

3.4 The House of Government

3.4.1 Powers

The House of Government shall have the Power to establish the enforcement of Laws, admit new States to the Union, override the President by a vote of 2
3 against the Presidential Decision at issue, and to resolve other Governmental Disputes.

3.4.2 Enforcement Disputes

This House has the Obligation to establish the Enforcement of the Laws of other Houses. If there is a Dispute over law Enforcement, a joint Session shall be called, chaired by the President or a designee thereof. Law Enforcement Disputes must be resolved Promptly. The only Business of the joint Session shall be to resolve the Dispute.

3.4.3 Terms and Representation

Terms and Representation are determined as in the House of War and Peace.

4 Judiciary Branch

A Judicial Branch of Government shall be established by Legislation.

5 The President

5.1 Powers

The President shall have the Power to decide which House or Houses have Authority over a Question which has been brought before the Legislature. If more than one House has Authority over the Matter, all Houses with that Authority shall meet jointly to resolve the Question.

5.2 Election

Presidential Elections shall be established by Amendment to this Constitution.

6 Amendment

Amendments to this Constitution shall be introduced into the Government house. If passed, a joint Session of the Legislature is called. The Amendment goes into effect if a 2
3 majority of this joint Session votes in Favor of the Amendment.
